Thad was quite literally created to be an evil clone of Bart Allen and therefore his personality can best be described as ‘evil’ but in a petty, sort of way. Inertia cares about few people other than himself and mostly fills his time with acts of theft and attempts to gain revenge against Bart Allen and other speedsters.
Unfortunately for him, he really isn’t very good at planning or even carrying out his schemes and has become embittered by his constant failures, although outwardly he has a very high opinion of himself and his abilities.
He can be quite needy of attention, both from the press and from those people he wants to impress, wanting to show others he is capable of being ‘better’ than the person he was cloned from. Inconsistent with this Thad enjoys theft and committing crimes, a symptom of his unstable nature and the hate drilled into him from ‘birth’.

Inertia is a clone of Bart Allen and once had a connection with the speed force, granting him temporal related speed powers which enabled him to move faster even than other speedsters. However his connection to the speed force was severed by Bart Allen and he is dependent on Velocity 9 to use the powers which were originally his blood right.
Inertia manipulates the time around him to speed himself up relative to other people. Although he now needs Velocity 9 to do this, he can still seemingly reach velocity beyond the speed of sound.
Unlike other speedsters, Inertia cannot achieve intangibility by vibrating his molecules, but he does have the ability to accelerate the molecules of small objects or areas causing them to explode.
Because of his slowed down growth, Inertia absorbed much more knowledge as a child than normal, making him something of a walking encyclopaedia.

Inertia is completely dependent on the drug Velocity 9 to use his powers, should his supply run out or be stolen he’ll go into extremely painful withdrawal. Because his powers are now created by Velocity 9, they are consequently weaker than they were originally. He is now much slower than others with connections to the speed force and his ability to manipulate time has been much diminished.
Inertia is arrogant, petty and psychopathic, these traits often lead to Inertia underestimating his opponents. He is generally overconfident in a fight, at least until he realises the person fighting him is superior, at which point his usual reaction is to run away as quick as he can.

Inertia is a 31st century clone of Bart Allen, created as a result of the long feud between the Thawne and Allen families as an act of revenge. Thad was engineered to mature very slowly and throughout his long childhood he was taught to hate the Allen family, Bart in particular and once mature he set about putting this hatred into action. The plan was for him to go back in time, kill and replace Impulse without anyone realising what had happened. Unfortunately for Thad, things didn’t go according to plan and he was easily defeated although he managed to escape.
After several more attempts to kill Bart Allen, Inertia was depowered when Bart encapsulated the speed force, which forced Thad to inject himself with Velocity 9 to remain powered. Because of his Speedster origin Velocity 9 had the effect of restoring a weaker version of his original powers without the nasty side effects the drug normally created. After a spell on Deathstroke’s Titans East, Thad recruited a team of villains to build a device which would drain the speedforce from Bart into himself, telling them it would stop time.
The device worked as planned, but the other villains detected Inertia’s lie and attacked him, forcing him to flee before he could regain his powers. He remains at large, looking for new ways to regain his powers.

The alarms were ringing loudly, but Thad didn’t give a damn. He’d flatten whichever cops were ‘fortunate’ enough to turn up first and by the time any reinforcements arrived he’d be long gone.
Ah such beauty! The diamonds glittering in the glass cases almost seemed to call to him. Perhaps he’d make a present of one to Deborah, providing she was still speaking to him. But then, perhaps she wouldn’t appreciate it? Yes, it was much better if he kept them all for himself. It only took a few split seconds to empty all the cases into a sack, and just like that he had nearly a million dollars to play with. Perhaps he could use the money to buy the parts necessary to build a time machine to get back to the future, or perhaps an investment in this time would be more prudent. A Thawne shouldn’t have to live hand to mouth like he was doing; one of those luxury penthouses was a more proper abode for someone of his status. But then, his next payment for the Velocity 9 would soon be due, even this haul might not be enough.
Stepping out of the shop, Thad rolled his eyes at the two cops shouting at him to get down on his knees, as if those primitive firearms worried him. “I’m Bart Allen, Kid Flash” he declared airily, waving for them to stand aside. “As if I’d ever kneel to you!” With that he hurled the bag of diamonds at their feet and darted sideways as they started to shoot. “Missed me” he tapped one cop on his shoulder, then moments later was behind his partner waving, “Over here!” Already the game was starting to bore him and in under a second he was standing between the cops, remaining still for just long enough for them to take aim and then sidestepping as the two shot each other. Morons.
Picking up his bag of diamonds, he ran off down the street, no more than a green and yellow blur to most people. No these diamonds almost certainly would be of no use to Deathstroke, if only he wasn’t dependent on that cursed drug he wouldn’t have to ever go near him. Something told him that the mercenary wouldn’t be satisfied with diamonds, somehow Inertia needed to find something of value in time to get the next batch of Velocity 9. But if there was one thing he had learned about this wretched city was that opportunities were everywhere.
