Jason is all about business making calculated moves. He still believes in justice but views the ways he used to fight for justice to be obsolete. Criminals can't just be scared into turning their lives around, because none of them do. So instead of trying to lock them up Jason has developed a new system to wage his war on crime, in which he controls them. Minimize the damage they do and let them live while also cutting into their pockets.
Those who don't wish to follow the Red Hood system, either get bullets to the brain or just - y'know, decapitation. Having already died once Jason doesn't take life too overly serious. He can be a jokester or just a straight up jackass, but he tries to keep from getting too serious when not attempting to murder criminals.
Being that the job he does is very dangerous and messy Jason keeps the caring and compassionate side to him at a bare minimum. Not really a softy, he will look out for those who've been kind to him (to repay that debt) and also protect those who are innocent. He's on rocky terms with the rest of the Batfamily but after all they've been through he vows not to trust any of them too much or for too long. While Jason has abandoned Bruce's one rule he does not simply kill just because he can or because he enjoys it. He kills when its the clear better choice or the only choice.

- Peak Physical Condition: By once fighting his former mentor to a stalemate in combat, he has proven that he is at least a near match for Batman, and the physical equal to most Olympic athletes.
- Master Combatant: Jason Todd is a highly skilled combatant (shown when he fought his former mentor, Nightwing, to a standstill). He has proven a competent opponent for even Batman himself, and overpowered Tim Drake at Titans Tower, further demonstrating himself to be a formidable adversary.
- Master Martial Artist: He has received extensive training from Batman, and after his resurrection, had traveled the world, learning every form of martial arts he could, just as Batman did.
- Skilled Assassin: After his resurrection, Jason was trained by mercenaries in different ways to killing a man. Jason also received training from Talia's League of Assassins.
- Skilled Acrobat: In his training as Robin he has been taught acrobatics. He further practiced his abilities as the Red Hood even going so far as to chase the Batman Family around just to test his speed.
- Skilled Swordsman: Jason has shown to be skilled enough to hold his own against the Green Arrow in a sword fight until he ultimately lost.
- Skilled Marksman: Having been trained by Batman, Jason has expert aim batarangs and later, firearms. To increase his skill with firearms he went a step further than Batman on his journey around the world to learn from the masters how to kill a target with different types of guns.
- Skilled Detective: Jason has shown some skill as a detective, though not in the same league as Batman or even Tim Drake.
- Skilled Surveyor: Although contradictory to his once childish nature, Jason's learned to survey his targets before attacking and killing them. He spends long hours scouting targets and assuring that they deserve his brand of justice.
- High Intellect: Jason has received excellent education and tutoring from Batman, and thus has extensive knowledge of various subjects, which include Science, Mathematics, Forensic Medicine, Geography, History, and Leadership. He has also proven to be a highly efficient criminal strategist and organizer as the Red Hood.

H I S T O R Y+[/b]
Jason Todd was a young street orphan who first encounters the Dark Knight while attempting to steal the tires of the Batmobile. Bruce Wayne sees to it that Jason is placed in a school for troubled youths. Jason earns the mantle of Robin a short while later by helping Batman apprehend a gang of thieves. However, Todd does not wear the Robin costume (an improved version of) until after six months of training. Batman realizes that while Jason doesn't possess Dick Grayson's acrobatic skills, he can become a productive crimefighter by channeling his rage. He also believes that if he doesn't help the boy, Jason will eventually become part of the "criminal element."
Jason made a shaky Robin at best, often jeopardizing missions because of his arrogant and half-cocked attitude, but Batman never gave up on him. He remained in partnership with Bruce until a mission to the Middle East where Jason believed he'd find his mother. Find her he did, but unknown to the teen she was being used by the Joker who ultimately used her to trap the young Robin. Beaten mercilessly by a crowbar and then trapped in an explosion (trying to save the mother who betrayed him) Robin was killed by the crazed clown and Batman was much too late to save him.
Years later Jason Todd would claw his way out of his grave. Thanks to a fractured reality Jason was returned to life, though his body quite mangled. He was found by Talia al ghul who took him in and took pity on him. To heal his injured body and mind the woman placed him in a Lazarus pit, and then began directing him toward a path of vengeance. Jason wanted to kill Joker for murdering him, and he wanted to kill Bruce for failing him.
He traveled the world training and learning (on Talia's dime) much like Bruce had before returning to Gotham as the Red Hood. Ultimately he killed neither Joker nor Batman but decided to target Gotham's more influential crime element; the gangs and mob families. By controlling the gangs and mobs he guaranteed no innocents were harmed and also amassed a small fortune. Briefly Jason went a little off the deep end, following Bruce's supposed death, and became somewhat villainous but the return of the real Batman brought him back to his senses.
Unfortunately Bruce still had his one rule and refused to kill. This made Jason realize his mission/war against crime had to continue if any difference was to be made. It showed him that just as much as the world needed Batman, it also needed the Red Hood.

It was hot as hell and blood was rushing to his head. Jason wasn't sure how much time had passed but he'd been in this position for a while now. The room, or whatever place this was, was kept quiet and dark and probably at least one hundred degrees. Jason was stripped of his gear and weaponry, left in just his underwear and his mask. He was cuffed, feet and legs bound in chains, and left dangling from what he assumed was the ceiling. "Bet this never happens to Nightwing." And then he recalled all the women Dick had been linked to and the ones he picked up out of bars. Strange women. Kinky women. "Maybe."
Regardless of what Dickybird may go through in his private life Jason knew he had to get himself free. He wasn't sure who was behind this, given the elaborateness of this bondage scene it could be just about any villain, but Red Hood wasn't sticking around for long. He flexed his wrists against the warm metal of his cuffs. They were tight and they afforded him very little maneuverability of the hands. Sucking in a breath Jason held it and mentally recited a mantra, over and over. He exhaled sharply and jerked his arms apart, snapping the chain of the cuffs around his wrists. There would be some bruising later, but for the most part he was perfectly fine.
The blood rushing to his head was making him dizzy though. Wiggling his legs Jason found the chains wrapped around his bare appendages only allowed his knees to bend just slightly. Given the fact that he was blind in the dark getting chains off of his legs would be a bit tougher. The room was still quiet, still dark, and still as hot as Satan's piss, but Jason remained focus.
His freed hands traveled up the length of his legs, blindly groping the chains that bound him. He found not latches, no bolts, no locks. It was possible the chains could have been welded. While he felt around the chains the pressure on his brain from the blood rushing to his head began to near unbearable. Jason was sure he was approaching blacking out, he needed to move quicker! Lifting himself up by just bending at the waist Jason felt around his ankles where the chains wrapped around them were beginning to cut into skin. Just over the chains he could feel a hook, the hook he was hanging from.
His core tightened as it supported him and raised him even higher so that his hands could feel over the hook. More chain. Jason pulled himself up the length of the chain, lifting himself off of the hook, and then let go. Was he over a floor? Spikes? A pit of snakes? Was he two feet up? Twenty? He didn't know but he let himself fall anyway.
He landed on his back with the wind knocked out of him. If Jason's guestimate was correct he'd only fallen about three feet, but he was no professional height measuring guy. And in fact he'd actually fallen from ten feet. Coughing Jason rolled over and pushed himself up into a pushup position. He was fairly certain he wouldn't be getting out of those chains any time soon so he said "F*&^ it" and got up with his legs still bound together. Just then the sun turned on - or at elast some bright light up high over his head the lit up the entire area. The light was so bright Jason went from blinded by darkness to blinded by brightness. He could practically feel his pupils shrivel up and die.
Though he couldn't see to well Jason could still feel, and at the right of his foot was the familiar chill of a 5.56 mm semi-automatic AR-15. Now why would that be there? Didn't matter, the moment Jason felt it he scooped it up with a broad grin underneath his hood. As he acquainted himself with the weapon shapes began to move in his sight. The "sun" was still pretty blinding but he could still recognize furry, human-sized, bat creatures when he saw them. Jason couldn't make out where exactly they were coming from but he could definitely see where they were headed. Without even half a thought he flipped the bolt and began firing.
The batmen shrieked as bullets clipped and penetrated them. Wings bent at jagged angles as the struck creatures lost stability and crashed to the ground. Each fired round pushed the gun into a welcomed embrace in Jason's arms, while also killing the creatures that foamed at the mouth in anticipation of ripping him to shreds. None of the things even got within two feet. Jason kept his gun close as he prepared for whatever came next. What he didn't expect that to be was applause.
He squinted just as the sun turned down its brightness and spotted, twenty feet off, four people sitting behind a desk. Jason quickly aimed at the one in the middle. "Very good." "Quick." "Uh...thanks? Any one of you can start explaining what the hell's going on here now." The rifle was still trained on the group. A bald black man sitting right in Red Hood's sights stood from the table, the others followed. "Of course, of course."
"You see, this was all a test. We know how capable you are as the Red Hood but we needed to see what you were capable of without being the Red Hood." "If you could save yourself without the use of fancy gadgets." A redheaded woman said. "Why? Who the hell are you people?" "That'll all be explained a little later. What we're about, though, is saving the world." "Isn't that what the Justice League is for?" "The Justice League cannot be controlled." Some ugly guy with a horrible toupe chirped up after being quiet for a while. "Oh and you think I can. Not interested."
"No no no, listen. We need you because we think you can work with us. You know that sometimes the trigger has to be pulled, that's what we like. You're resourceful, morally uncompromised, focused, and don't mind getting your hands dirty." "Yeah, and I like long walks on the beach too. Not interested." Letting the AR-15 droop in his arms slightly Jason turned to walk away, nevermind the fact that he had no idea where an exit was. "Wait, stop. Just....listen." "We need a leader. The Outsiders need a leader. You work alone, we know, but right now you're our best candidate. We had to test your abilities and skill to work under pressure in unknown circumstances. And we believe you are exactly what we're looking for. The Justice League can try saving the world, but there are certain things they can't do." "Certain things they won't do. That's why the Outsiders is needed. Why you need to lead them. You understand what it really takes to wage war on crime."
Jason still had his back to them. There words were so rehearsed it was obvious, but they had a point. As the Red Hood he tried to do what he could in Gotham but he was only one guy. A team...a team lead by him, following his rule and his order. He could really do something Batman never could with that. Jason turned around and nodded to the board judging him. "I'm in. But I'm going to need a lot of funding for weapons and transportation and other 'fancy gadgets'." He was also going to have to control who went on this Outsiders team. "Hold on there. We put you through this test to watch and vote on if we think you're acceptable, we've yet to vote." Ugly guy shot a glare at the others standing with him. They nodded to his claims. "All in favor? Yay." "Yay." "Yay." "Nay."
"So its decid-" "No. Our vote must be unanimous." The sourpuss seemed pretty happy by that until blood squirted up on his face and he flopped over his wooden chair. "Whoops..." The barrel of the semi-automatic rifle was smoking as Jason innocently shrugged his shoulders. "My finger slipped." He sounded pretty nonchalant about the whole thing while the other members of the group checked their fallen comrade. He'd been shot right in the collar bone. Blood was pouring out but he was still alive, just unconscious. "Now, about that funding."
